California law requires an employer to carry workers' compensation insurance if they have even one employee. Roofers may be required to have coverage regardless of whether or not they have any employees whatsoever. Employers who are based out of state, still have to have workers comp if they have any employee who regularly operates in the state of California or if they have any employment contracts in California.
